If you own a parking garage or parking structure in New York City, your property is subject to mandatory inspections under Local Law 126. Property owners are responsible for arranging inspections, filing reports with the Department of Buildings (DOB), and arranging follow-up work. Failure to file within the applicable inspection cycle may result in violations and ongoing penalties until required filings are completed. 

The Law:  

Most NYC parking structures are required to be inspected by a Qualified Parking Structure Inspector (QPSI) once every six years under the Periodic Inspection of Parking Structures (PIPS) program. 

The Timeline: 

Inspections are phased by location, with specific filing windows for each borough and community district. Your filing period depends on where your property is located. 

The Consequences of Non-Compliance:

Beyond the potential for accumulating fines, the inspection process helps owners understand the condition of their parking structures and supports informed planning for maintenance and repairs. Regular inspections also support the safe use of parking facilities by tenants, customers and the public, and help keep structures in continuous operation. 


Failure to file a required inspection may result in an initial civil penalty of $5,000, followed by additional monthly penalties of $1,000 until the required filing is submitted.
